Focus on cash misses the bigger picture of bias

Research to be presented at the conference of the Australian / Melbourne Institute Growth Challenge, starting today, shows little correlation between the professions with a wage gap between large and those in which women report high levels of discrimination.

Social policy expert Deborah Cobb-Clark says his study shows the danger of using pay to assess gender discrimination at work.Using data from household income and Labour Dynamics in Australia Survey, Professor Cobb-Clark finds women executives are much closer to pay equity (92 percent) than tradespeople and technicians ( 78 percent), but about 8 percent of women in both groups report sex discrimination in the workplace.

"I do not pay differentials are not important, but we tend to focus on them as a measure of sexism in the labor market, when there is not a strong relationship," the director of the Institute Melbourne said.

"Because they are easy to measure and explain the wage gap between men and women receive much political attention, but we are not watching enough of how sexual harassment or other bias in the workplace affects on women's behavior - for example, their decision to leave the workforce. "

Professor Cobb-Clark said that the women asked about discrimination at work cite a range of issues beyond wages, including without limitation to miss training opportunities and interesting projects, to be socially marginalized or being moved to- over a better office or a benefit that goes to their male colleagues.

"These can not be seen when the measure you use is pay equity."

The pay gap between men and women in Australia is about 15 percent, slightly below the average of 18 percent in the developed world. It is higher among the self-employed, employees high and in the private sector.

Gillard government is supporting a test case run by the equal pay Australian Services Union, in front of Fair Work Australia, and has set up a national advisory group to manage the implications of the decision when it is made.
